Question / Help Stream keeps freezing for certain games not all, but audio is fine

I've recently built my new PC and its working wonderfully. The only issue is that whenever I stream I tend to get freezes in my stream but in-game I'm running it perfectly. So far I've only experienced this issue with two games: Path of Exile, and Battlefield 4. But I just streamed Dota 2 and it was running very smoothly at 60fps. Any help?

OBS Setup:
-Encoding: 2500kb/s
-Downscaling: 1.5x
-Filter: Bicubic
-FPS: 60 (I do allow 61-120 fps entry, I don't know if that could be an issue or not?)

PC Specs:
-Processor: Intel(R) Core(TM) i7-4790K CPU @ 4.00GHz (8 CPUs), ~4.0GHz
-Memory: 16384MB RAM
-GPU: NVIDIA GeForce GTX 760 4gb

It looks like your connection to Twitch is pretty slow. Try doing a local recording with the same settings, does the video look choppy?
