Stream keeps disconnecting then reconnecting. FD_CLOSE Error 10053

I'm at a loss on what to do, I've run 2 tabs of youtube and 1 tab of twitch to try and see if any of those would stutter along with also playing the online game Identity V but as I got the reconnecting notification on my PC I didn't experience and lag in idv or the youtube and twitch stream. It doesn't disconnect immediately it usually does within 10ish minutes. Its consistent on disconnecting on whether or not I have anything open on obs, I am at a loss
 
That error (lacking any WriteN send-errors) is the remote server telling OBS that it has closed the connection, usually due to poor network performance/stability.

YouTube will buffer a certain amount of video to ensure smooth playback (a minute or more!) so having the video continue playing is not a good indication that your network connection is not disconnecting and reconnecting.
Likewise, many games have network connection protection measures built-in for people playing on bad connections. It's why some people will "warp around" while playing; so long as the connection comes back within a second or two, they recover.

Livestreaming isn't like that. Livestreaming RELIES on constant throughput. Even 0.5% packet loss can/will cause problems.

It appears you're streaming to Twitch; download R1ch's Twitch Test application and run it. You want a server with a Quality score of 100. 90 and below you'll drop frames. But from the sound of it, you'll likely get a lot of zeroes or close to it. If that's the case, this isn't something OBS can fix; it's a pure network-too-unstable problem you'll have to troubleshoot or take up with your ISP.
