Question / Help Stream keeps buffering under any settings.

Hi, I recently started streaming but my stream always pauses and buffers for 1-2 seconds every 30 seconds or so. It's very annoying and it's also makes watching my stream a hassle. I tried several different settings; lowering bitrate, lowering fps, changing servers etc. I'm not sure which server I should be using to stream on twitch because I'm from Australia and the lowest ping is to Singapore, however the Sinpaore server I frequently get jitter of up to 80ms. So right now I'm just using LA server as I get a constant 190-200ms.

I run:
i5-3550 @ 4Ghz
AMD Radeon HD 7850 OC'ed @ 1200/4600

My OBS settings:
Bitrate: 1700-1800 (With network lag minimisation on)
Video res: 720p
FPS: 45 (I've tried 30fps too, but I get exact same buffering issue)

Log file is attached. (My mic volume was too loud for the first few minutes, I lowered it after)

Probably a combination of you dropping some frames + not being able to download the stream from Twitch video servers for whatever reason.

Unfortunately, if you have to use "Minimize Network Impact" to alleviate ping issues in game, it's more likely to trigger dropped frames if your connection isn't that great to begin with. The problems downloading fast enough from Twitch can be the result of any number of reasons that are almost all out of your control. Basically the only thing you can do is to lower bitrate until the buffering stops.
