Question / Help Stream is stuttering/freezing,what settings should I change?

Hello, I recently bought my new processor and so I was trying to stream today.
I noticed that my stream was still stuttering/freezing.
My processor is an I7-4771 CPU 3.50 GHz
my videoadapter is a AMD Radeon 6570
Upload speed is 40
bitrate is 2500 and FPS 60
Base resolution is 1920x1080 with resolution downscale of 1.50 (1280x720)
Preset is medium, this because i only have 20-40% processor usage when streaming with medium and it is still skipping with veryfast.

Where is it stuttering/skipping/freezing? On the stream itself? Can you link to a video of the issue?

Yea on the stream itself, when im watching my past broadcasts it seems fine tho.
