Stream is pixelated and has major compression, cannot solve it.

I use a two-PC setup with NDI, the PC that I use to stream has a Ryzen 1700 and GTX 1050 ti. The PC that I use to game has a 3700x and a 5700xt. My internet is 300 Mbps down and 30 Mbps up. Settings below for the streaming PC. I have tried changing resolutions, FPS, bitrate, CPU usage preset, nothing has fixed it. If you can help me I would appreciate it so much.

Looks about expected given the source material, fast motion with complex background graphics and a full-scene rain effect will murder any encoder.

The only rain effects are in the puddles, There is no actual rain I have that turned off. Basically, this is just how it should look? I swear when I look at someone else's stream it looks better, maybe placebo effect?
