Stream is lagging when I'm not even live, but only when in game...

I just built a computer about 3 months ago with a 10900k and a 3070. When I went to try and setup my obs so I could stream the games I want to play, whenever I get into any sort of gameplay, I look at the preview screen and the game is skipping in obs but I am not skipping at all in game. The game doesn't skip when I am sitting at the main menu, only when I load into the game and during the game. I have tried changing my bitrate and the quality of the stream, but it is still giving me this issue. When I go to task manager to see the usage of my cpu and gpu and neither of them even get above 35%, so I have no idea what my issue is. My stream isn't even live and the stream is lagging in obs. I have tried using both encoders, the 264x and the nvidia encoder, and I get the same result. Please Help
 
I also forgot to mention that when I go live to see if the problem was just that I was dropping frames, when I went live it says I have 0 frames dropped making me even more confused
