Question / Help Stream is lagging, need some help

I have been trying to get my stream to not lag all day yesterday and through the night, I have read the forums here and done what has been suggested and still cannot seem to get it to run smoothly. Any assistance would be nice.

Ok I used that tool and it says to put it at 480p downscale... the closest thing I have is 800x450, which is 2.00 setting, the one above it is 1066x600, which should I use?

It still is having a freezing problem, i've even lowered quality to 1, the screen also flashes a bit throughout the stream. Does using dual monitors have anything to do with this???

Yes freezing problems, I will be streaming and my stream freezes up, and then 5-10 seconds later it catches back up to where it should be. I have watched my recorded streams and they too show evidence of freezing
