If the stream is lagging/buffering for viewers it means they aren't able to get the video data from Twitch as fast as you're sending it out (in this case at 3000 Kbps). This is not really a "problem" for you to "fix" with your stream as nothing is going wrong on your end, however you can help alleviate the problem to some extent by lowering your bitrate.

Running your game in borderless windowed mode instead of true full screen mode should help with that.
