Question / Help Stream is lagging even though I have good specs

So I have this really frustrating problem when I'm streaming...

Every time I try to stream with the x264 encoding option my stream is lagging really really much.
It's actually so bad that it looks like I have 1 fps, while I have around 120 fps in game.

And now I've gotten to that point where I just gets mad trying to figure out what to do or understand what the problem is.
I've watched a ton of Youtube videos and followed a lot of guides to make sure I've done everything correctly, but I still have this problem and I'm starting to give up soon...

My computer should be good enough to be able to stream in 720p 60fps.
Here's my specs:

Intel Core i5-6600K
Asus Geforce GTX 1070 Strix OC 8GB
Kingston 8GB (2x4GB)
Gigabyte Z170-HD3-CF
Samsung SSD 850 EVO 250GB

I know I don't have that much RAM, but I've seen some people stream with almost exact the same specs as me and they seem to be fine.
I'm not the best at these kinda things so I don't really know how to locate the problem.
So it would be really nice of someone could help me with this so I finally can start streaming again.

And btw, it works fine when I'm using NVENC instead of x264.
I'm also using the superfast CPU preset, 3500 bitrate (I have even tried 2500), keyframe Interval set to 2, and High on profile.

That log contains no stream/recording attempt in it.

Please post a link to a clean log file. To make a clean log file, first restart OBS, then start your stream/recording for ~30 seconds and stop it again. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc. When you're done select Help > Log Files > Upload Current Log File. Copy the URL and paste it here.

So I need to use NVENC instead of x264?
And do I need an i7 and GTX 1080 to be able to stream properly, or would it be enough with just upgrading the CPU?

Is there any good way for me to get good quality on my streams with my current specs, or do I need the upgrade?
