Stream is lagging but my game is fine.

I am not sure what causes it but when I play some games my gameplays smooth but when I look at OBS it is a little laggy, and some frames are missed from render & encoding lag. I am sure my pc can handle it but it usually has my GPU using 95 to 100% which is what I think it is, with that said I could be wrong, I would really appreciate any help. Here are my specs Idk if they help or not but they should be good enough to handle streaming.

RTX 3080

If your GPU is running at 95-100%, that certainly could explain your issue
Though your log shows pretty low dropped frames due to GPU (ideal would be 0% dropped)

I did only run the test for maybe a minute or so as well, and I am not sure why my GPU usage is so high my old GPU was a 1080 and it never got that high, I would think that it wouldn't have an issue with a newer card. It has a noticeable lag in my OBS preview as well.

Were you dealing with monitors running different refresh rates before?
Also, I'm betting with that high-end GPU you've changed your gameplay settings to take advantage of it (and/or now have a CPU that can drive higher settings)... so a change in GPU utilization isn't unexpected. What is your GPU usage with OBS running (not streaming/recording, but actually not even running the app)?
I'm suspecting either you are driving GPU harder now (outside OBS), or an OBS setting (which is outside my expertise) which would need someone else's input

The monitors I have are the same as before, and I don't have ray tracing on or any of the newer stuff that would take up more GPU, on modern warfare, I am using the same settings as before and it does it. OBS without recording or being live takes up 12 to 17% putting my GPU usage to 30 to 45% from the looks of it now and but when I have OBS and a game open it jumps up to 40 to 50% usage by itself, not including the game.
