Question / Help Stream is "dropping frames"

Even though, at the bottom of the program where it states how many frames are dropped, 0.00% has been dropped and yet stream on Twitch still looks choppy, i have tried many other servers but still same problem with massive Ms lag towards twitch servers its self.
As you can see, my PC is well able to stream with O CPU problems or bit rate problems, as i have a maximum bit rate upload of 12mb/s. And i try to stream at 60fps but it doesnt even come close to it, when looking on Twitch it self, its to choppy and looks really annoying for people to view as i been told
Is there any solution? i have tried the fix the problems on the analysis but none have even worked out for me.

You're streaming at 4000kbps, so you're probably having a hard time downloading it from Twitch's servers fast enough. You should lower your bit rate (you shouldn't be over 3500kbps anyway). Try 2000kbps at 720p30 instead.
