Question / Help Stream is choppy/hiccups, super low cpu usage. Not a hardware/connection issue

Using OBS on windows 10. Single pc setup.

Specs
9900k @ 5ghz
16gb 3600mhz ram
strix oc 2080 ti

I've never had this issue in the past with a much weaker PC. For some reason when I use display capture or game capture(anything really) the stream will be choppy and hiccup. I'm getting around 180-200 fps in the games I'm playing while streaming and cpu usage is pretty darn low. 10+ upload speed, no dropped frames.

Here's the settings I use for OBS
display capture(sometimes game capture)
720p @ 60fps. cbr 5000 fast preset

edit: Tried NVENC, still getting the same issue.

Limit your framerate. OBS needs GPU resources to render the scene. If you're letting the GPU spend 100% utilization on the game, you'll encounter rendering lag.

Capped it at 144 and the issue still persists. Gpu never goes over 90%.

Even before on my older slightly weaker pc I would leave it uncapped and it would never be an issue
