Question / Help Stream is blurring with 12k bitrate

Hi!
I'll start with my PC component's:
Ryzen 5 2600
RTX 2070
16 GB ram 2800MHz

So the problem is my stream looks like streaming with low bitrate (blurry, low quality etc.), but my bitrate is set to 12000 Kbps.
Can you guys tell me what's going on? My Stream settings are in attachment.

I'm from Polish (btw. sorry for my english) so settings are in Polish. Here is translation:
Odstęp między klatkami kluczowymi - key frame interval
Profil Ustawień Najlepsza Jakość - settings profile best quality
Maksymalna liczba klatek B-frame - max amount of B-frames

Your log file doesn't show a streaming session. Note that over 8mbps on Twitch will remove source quality, so your viewers only see lower quality transcodes, and most other platforms will also transcode.

I stream at youtube and there is recommended 12Mbps for 1080p60. Tommorow I'll send log file with streaming session.

I noticed that quality is good in first 5 minutes, then it extremly goes down.

I don't know if that file is good but in attachment is another one.

You need to complete the output session before uploading the log. This logfile ends when the stream begins.

I have logfiles similar to that I send before only. Maybe this will be ok.

your log is not complete.
Start streaming, stop after e.g. 30 second and now send log.
