sure it is, check my calculator for proper bitrates

1080@60 at 3500kbps will do that. You're using less than a third of the recommended bitrate. Also, that CPU may not be enough to run 1080@60; with no sources added, according to that log you're already losing .5% of your frames due to encoder lag... on a black screen of nothing.
