Stream going live despite bandwidth test mode enabled

For some reason when I try to stream with the bandwidth test mode enabled, my stream still goes live like usual and I can see myself on the channel. Option is selected in the OBS Settings -> Stream tab and when I click "Start streaming" button, I can see the popout notification about trying to stream in the test mode. And yet somehow Twitch puts me into the normal streaming server and I go live.

My guess is that a plugin is causing this behavior. Simple remove it.
