Question / Help Stream gets pixelated when moving fast.

The main issue I can see is your bitrate is really low for 1080p60fps streaming. Ideally you want a minimum of ~9k bitrate, optimal would be 12k+.
Try High Quality preset and High profile for a slightly better quality output.
Un-check Enforce Encoder streaming settings as well.

For 1080p and higher resolutions, you should have your colour space and range set to 709 and partial. 601 is for below 720p.

Are you streaming to YouTube or Twitch?
If Twitch then you are constrained to 6k bitrate, which is far better suited for 720p60fps.
If YouTube then you really should increase the bitrate (If possible, dependent upon your upload speed) as when you are moving the stream is starved for bitrate, which is what is causing the pixelation for you.

I am streaming to both simultaniuously. My internet speed is 150 down and 25 up. Now when reading things on twitch site they suggest this https://stream.twitch.tv/encoding/ . Also if you can't get 1080p 60 fps from their 6k limit without problems, why do I see multiple people doing it with no problem?

I do not want to downscale. My computer and internet is plenty sufficient. Even when I do downscale to 720p it still has the same issue. My bit rate is at 6000. The max twitch allows.

Use x264 encoder (CPU) and not your GPU. Encode at faster or fast. Downscale filter to 16 samples. Try this with the 720p downscale. Keep in mind your trying to stream across two platforms with only a 4 core processor as well. Having you tried streaming to one platform alone?

Standard internet speed tests are not indicative of actual throughput for streaming performance/potential. Can you go to the below link and download r1ch's TwitchTest utility, it will assist you in finding the best Twitch ingest server for your location:

It is best to do a medium length test duration.
Once it has completed choose the server that as first priority, has the highest Quality and second priority, the lowest RTT (Round Trip Time) For good stream throughput, quality should be 80+.
TwitchTest utility will also provide the estimated potential (Twitch only allows up to 6,000 kb/s) bitrate you can stream to for each particular server as well, which may or may not assist you in regards to your upload speed.

Unfortunately there is no utility for YouTube.

Can you do a few minutes' worth of recording/streaming (Doing what you would normally do in-game) then stop the recording/streaming session, then upload a current logfile please so I or someone else can further assist in troubleshooting:
