Question / Help Stream gets blurry when moving! Please help!

Hello guys!

When I livestream Ark Survival Evolved stream gets blurry as fast as I move my screen around. I've searched around but I haven't found any answers on how I fix this.. Please help!

Pc information:
AMD Ryzen 5 1600
16GB RAM dualchannel DDR4
ASUS ROG STRIX B350-F Gaming
Windows 10 64bit
NVIDIA GeForce GTX 1070
100 download and Around 80-90 upload

Stream settings:
1920x1080
60fps
Lanczos (sharpening scaling, 32 samples)

Video encoding:
4500 Bitrate
NVENC Encoder
Rate control: CBR
High profile
High quality

I really dont understand why everything is getting blurry, please help.

that is the reason, getting good quality with that combination is impossible. NVENC isn't even capable to do 720p 60 fps wtih 7500 kbit/s bitrate in good quality, so no way to do 1080p60 with even less bitrate.
