Question / Help stream freezing while game is full screen (please help)

Guys it's really interesting, while I'm streaming games in full screen its freezing (not buffering) but while streaming in windowed mode I can stream so smooth.And also my bitrade is 3000kb/s but while I'm streaming in fullscreen, its exceeding the bitrate limit I gave and because of that it freezes, I guess it's a bug. Specs:
i7 4700MQ
GTX 870M
8GB Ram
Windows 10

My obs bitrate is: 3000kb/s

Here is it: my bitrate is 3000 but it's exceeding and because of that my game looking freezing (frame skipping)

the VOD isn't loading at all for me, sorry. Could you be more specific about the problem? Also, please provide a log file.

Is it freezing when you alt tab back into the game when you start streaming? Be sure you're using Game capture, and not window capture. Window capture can not capture full screen programs.

No it's not about alt tab, while I'm playing game in fullscreen, my obs bitrate exceeding to 15000-20000kb/s (I know so weird) and afterwards my stream starting to freezing, my viewers can hear my voice only the game looking freezing (like skipping frames). It was fine before, it started to happen 4-5 days ago. Tried everything but still happening. Only can stream without frame drops in window mode.
