Question / Help Stream freezing every 10 seconds

I know this has been asked before but I am not tech savvy at all and I'm lost as hell. Here's my log

My stream looks smooth for the most part, but it'll freeze every 5-10 seconds. I do not understand video bitrate or any of that at all, so please dumb it down for me if you're going to explain it.

I stream from a samsung notebook 7 through an el gato hd60 into a gaming monitor. I use twitch. I play on xbox1. Ive tried changing fps (60 seems to lag less than 30; does that even make sense?), video bitrate, sample rate, video encoder, etc (ive been combing through this site for the last month) and still havent found a fix. Ideally I would like to run my camera, game capture, adn record, but I've recently taken off the camera/recorind in an attempt to fix the lag. I would also like to be able to run spotify or soundcloud, but I have no idea how to that through obs (no knowledge about audio logs/channels).

I guess my last option would be to make sure I should be on west coast servers (i know you guys have a plugin that tell you which server you should run on) but I'm in California; wouldn't the west servers automatically be best?? Any help is greatly appreciated! I get viewers regularly but they leave cause the streams so inconsistent :(

please upload a log with a stream in it, stream for a few minutes at least then stop streaming then get the log.

for some reason I don't see your settings in there. Honestly I dont know very much about using a capture card with OBS. But I don't think that's an issue.

Can you upload some screenshots of your settings, cause I don't see them in the log?
