Question / Help Stream freezes every few seconds

Yo yo yo!
So, I have this problem, my stream freezes every few seconds and I don't know why.
I have 900 mb/s upload capacity.

Here is my settings:
Resolution-downscale: 1280x720
FPS: 45

And coding: x264
CBR: Check
CBR-filling: Check
Qualitybalance: 8
Maximum bitrate: 10000 kb/s

I've tried both Frankfurt and Stockholm.

While having this settings I have 5 ping ingame and 250 FPS.
Should I go even higher with bitrate? Seems it doesn't help anyhow. Freezing every 5 seconds for everyone.

My setup:
i7 4770k @ 4.4GHz
GTX 970
8 gb 2133 Mhz ramz

720@45fps will need no more than 3000 bitrate and more than likely 2500 should be suffice. your service is causing buffering since your bitrate is WAY to high to go through a typical ingest then to the web streaming location for your viewers to watch. its not all about your upload speed, its about what the ingest and stream server can handle as well as the viewers watching you. and 10000 bitrate will cause viewers to lag every so often.

tl'dr, lower your bitrate to under 3000 and call it a day.
