Question / Help Stream freezes, but stream's recording is OK

I've got a 50 mbit upload speed. When I stream I get no dropped frames. Yet the stream freezes for a second every few seconds, but the recording of the stream is completely fine. Several different people were asked to watch and all stated that the picture as well as sound kept freezing.

I used to stream a few months ago and it was fine. Nothing has changed except that I've updated OBS and I overlocked my processor by a little bit. I tried changing back and forth most settings, I tried different servers (Twitch AMS, Twitch FRA, Cybergame.tv which seems to be in Moscow).

I'm playing World of Warcraft and I run Windows 8. My CPU is Core i5 4x 3.47 Ghz (2.7 before overlocking) and my GPU is GTX 560, 8 Gb RAM.

My setting are: CBR on, Quality 10, Bitrate and buffer size 2200 (I've tried lowering these and it doesn't help), Audio AAC, Audio bitrate 96, Resolution 1920x1080, FPS 20, Use Multithread Optimizations on, Process Priority Class Above normal, Keyframe Interval 2, Latency tuning factor 10.

I've tried setting a delay.

Seems like something is wrong with this version of OBS. You are not the only one with that prob.

Your log file is okay, you are not dropping frames or anything.
Maybe try resolution downscale to 1280x720.

CBR and Quality are mutually exclusive, it is one or the other. Anyhow, the OBS log appears completely fine. Does this phenomenon occur in every title or have you only tried WoW?

I don't wanna, it will look like shit :( With my Internet connection and CPU not being loaded above 80% I think it should work just fine.

I tried WoW PTR. Also, I didn't have CBR on at the start. I started streaming with the same settings that used to work for me a few months ago. When the freezes started and I tried different setting and different servers, I checked CBR.

Just updated to the latest OBS beta, same thing.
And I tried 720p just to see if it would make a difference. Nope!

What could be causing such a strange phenomena that the stream freezes constantly, but the Twitch's automatic recording looks smooth and great? (It's not Twitch, I tried streaming elsewhere)

If you aren't dropping frames, then I really don't know what's going on at all. Perhaps it's one of those odd cases where you can upload just fine to Twitch, but for whatever reason your ISP can't provide the bandwith for you to watch it smoothly. Of course, watching the VOD everything can preload so there's no issue watching in that case.

Other people see these freezes too. And even with two times lower settings.

So there's nothing you can advise me? Although I feel like I've tried everything :/ It used to work just fine before my summer break...

It really could just be... Twitch. At the moment Twitch's service has gotten so bad that I am personally completely unable to watch any stream without it stuttering and I have confirmed time and time again it is not on my end, it really is Twitch.

Tried streaming... not losing a single frame but can't watch it without it stuttering like a madman.

twitch servers are complete shit right now almost every stream laggs if you are watching on the source quality option just a few are fine

I've actually tried two different Twitch servers and a Cybergame.tv server (that's what I usually use and they restream to Twitch). All three freezed.
