Question / Help Stream FPS Fluctuating (plz help)

Okay I've been having this issue for about a year now and I posted this issue 2 to 3 times by now. Whenever I play any game that isn't an indie game for example OverWatch or playerunknown's battlegrounds my FPS will fluctuate constantly from 60 to 30 to 40 then back up to 60. I feel like my computer is more than capable of streaming these games at 720p by 60fps and I don't know why this happens. Ever since the new Call of Duty came out I've had trouble streaming that at 720P 60fps but I was able to stream Black Ops 3 perfectly fine at a steady 60 FPS. This whole dilemma started out with Tom Clancy's Rainbow Six Siege where I had change the vsync on and off and i changed my monitors refresh rate to see what will work. I have three monitors hooked up to my graphics card, two of them have a 60 hertz refresh rate and one of them has a 144 refresh rate(which is my main monitor). I've tried playing games at 60 hertz and streaming at 720p by 60fps and the stream runs flawlessly but if I bump up the amount of Hertz the game outputs, my FPS in OBS will go all over the place. I play it most of my games at very low quality to get maximum performance and to maybe help stream the game better but it doesn't help whatsoever. Somebody please help because it's giving me a headache for how long I've been struggling with this issue.
