Question / Help Stream feels laggy for viewers

Hi guys!

I read the threads for 2 days and still can't find a solution to my problem.
My problem is that my stream feels laggy to my viewers. I tried streaming 720p30, 720p60 with bitrates from 1800 to 2500, it still feels like it's running on 20fps despite my ingame fps is around 400. My upload speed is 5500kbps and my config is i5 6500, gtx950, 8gb ddr4 memory. This is a video from my best try: https://www.twitch.tv/alphanda/v/78587048
I have seen streams so much smoother than mine running on the same bitrate and resolution.
I'm not sure if this is the right log file to the video bacuse i have so many, but i had this laggy feeling with all kinds of settings.

I don't have this problem with Xsplit but I want to use OBS.
Any suggestions?

I have been having issues with OBS last couple of days that I have tried to stream dropped frames like crazy and Xsplit works 100% fine. except I don't want to use xsplit lol.

Yeah your bitrate is way too high, keep it in the 2k - 2.5k range, key interval is set to 2 and your CPU might not be able to handle full 60fps. If your using NVENC then it could be that

The log I linked is not the log I was using, my bad, like I said I'm streaming at 2k bitrate, my key interval is 2, and I think my i5 6500 could handle 1080p 60fps easily while playing League, and we are talking about 720p 30fps not being smooth.
