Question / Help Stream feels choppy after formating and reinstalling the windows

Hello i'm using Windows 10 PRO N and after i reinstalled it, my stream feels like is running in 30 fps when i have 60 fps selected.
My twitch channel name is "imsoleet" and if you check the vods from 17 nov 2018 and the last one 21 nov 2018 you will clearly see a difference even though the settings are the same, heck, the windows is fresh and theoretically should run smoother.

PC specs :
i5-8600k oc 4.9 ghz
gtx 1050 ti
16gb ram

I attached the logs from my last streaming session plus a recent speedtest on the server i use to stream on. Waiting on your suggestions.

I want that amount of upload dayum.

Your gear seems up to the task and your obs should be fine if its the same settings as your describing.
Windows 10 still has allot of problems with obs and streaming.
You might wanna down grade to windows 7 or windows 10 Pro not Windows 10 Pro N.

I tried downgrading and it still does the same thing. The only solution i found so far is to cap my in game FPS to 144 and then the OBS FPS stays at 60 constantly. I'm pretty sure that before i reinstalled my OS i didn't have to do that since on the previous vods you can clearly see that. Am i missing something here?

I see no streaming or recording attempt in those log files.
Things, that can be seen in the log:
- multi GPU
- multi capture sources

I'd suggest to disable the iGPU (Intel(R) UHD Graphics 630) and remove the monitor capture from the game scene (maybe move it to a second scene for monitor capture stuff).
Also make sure the 1050TI is not running into a bottleneck. The only way to do so is by using an fps limit for your games, that won't allow the GPU load to go all the way up >95%.

Here's one from earlier. This is after i saw your post so i didn't have time to disable the intel graphics card.

But like i said before, i didn't have any of these problems before i reinstalled my windows.

1050TI seems to run into max load some times (Number of lagged frames due to rendering lag/stalls: 4012 (1.7%)).

But i don't understand why it started happening right after i formated my pc and what should i do next.

I lowered the resolution to 720p and went to settings -> advanced -> priority : high. Running smooth with no issues now.

Actually nvm that was not the issue, i think the main problems are the browser sources i added to the scene, because right after i added them, it started doing it again and the stream looked different than prior to them being added.
