Question / Help Stream dropping frames, but obs says 0 dropped frames

Hello, here is a sample from my stream http://www.twitch.tv/veclo/v/24457369 you can clearly see frames dropping every couple seconds. Heres a log file from this stream https://gist.github.com/4fea481ad17b0456cf8d
I have checked and my processor runs at about 60% so i don't think it's that. Here's my specs: i5 4590, gtx 970, 8gb ram, 200/20 down/up.
My settings in OBS are: bitrate 2500, 1920x1080 scaled down to 1280x720, billinear, 60 fps, CPU preset veryfast.
I feel like i could tweak the cpu preset abit to utilzite all the extra upload i have, but im not sure how to go about it.

So ive lowered the bitrate but now the quality suffers, i stream mostly CS:GO and therse a lot of movement there, isnt there anything else i can do?
