Stream Dropped Frames / Network Instability Issue

I am experiencing persistent issues with live streaming from Costa Rica, including constant dropped frames and stream quality degradation, despite having hardware and internet connection well above Twitch requirements. The problem occurs from 6:00 PM to 10:00 PM, after that it works fine.
I've tried everything, even changing ISPs, but nothing improves. Please help.


Details:

• Hardware: PC with NVIDIA 4070 Ti GPU, latest OBS version.
• Operating System: Windows 11 clean installation.
• Connection: 400 Mbps fiber optic, stable upload.
