Question / Help Stream dies after few seconds

I didn´t have this problem until new year. Idk what happened, but last stream before new year was 3 days before christmas and everything was ok. Next stream i done was 2.1. and my obs tried to reconnect. So, i reseted my stream key, lowered bitrate, set downscale to 720p, set server to another (closest Prague,CZ) but still, its same procces.
0-17 sec : Everything is fine, 0% FPS loss and 1200bitrate still green and max
17-20 sec : Starting to lowering bitrate, color changing to red
20-23 sec : getting 0 bitrate with massive (60%+) FPS loss
23-30 sec : literally dies. I got "Disconnected from server" or "Reconnecting in ..." messages.
As i said, i tried to do everything but still isn´t working. I have 20d/16u internet with 14ms ping and low to medium traffic.
Also including log file, including MULTIPLE restarts with different settings. And have no idea why is in log available memory 4GB when i have 8...
OR it may be since i installed SSD drive. Before i didn´t had it, it was fine but since i migrated to SSD its doing this. Any idea is welcome.

Wow, pretty interesting results. Didn´t know about it until now. I try to switch to Paris server based on this. Well, screen is here :

edit : I switched to Paris server. I stream for whole 2 minutes before stream dies again. I´ve got 55% FPS loss at the end. Bitrate was fixed at around 1000 until minute passed, then dropped to under 500 and stayed here. Then around 2 minutes it disconnected me.

It may be. Since begining of the year i have very big ping to nearby servers. So, i´ll call them and see what is goign on. Thus, thanks for help.
