Question / Help Stream delay

hello guys i wanted to ask you something , im having stream delay i dont know why , if it is my pc

my setup is :

cpu : i7-4770 3.4ghz
Ram : 8GB
Graphic card : nvidia gt630
and using a 17" monitor
and using a 50mb's internet ( 25download / 25 upload )
also forgot to point runing in windows 8.1 pro
can somone tell me what could solve my problem or put me some recomanded settings for obs ..

20-30 seconds is normal on twitch.

That's a different issue. As long as you aren't dropping frames, there's not a whole lot you can do on your end other than lower bitrate until it stops. Buffering problems like that indicate that the connection between whoever is trying to view the stream and the Twitch delivery server can't handle downloading the information fast enough. Unfortunately, the reasons for this are numerous, and many times beyond your/Twitch's control.
