Stream Deck connection to OBS only works with an Admin account, not with a Guest account. Can someone explain why?

I have multiple users on one computer, and all users want to use OBS and the same Stream Deck. As an admin, I can use OBS plus the Stream Deck control without any issues. However, for the guest accounts, the Stream Deck does not connect to OBS. It shows the message "Waiting for OBS" and just doesn't connect. With Streamlabs OBS, it works, for example. Can someone explain why?

Sounds like a standard operating system permissions issue
Streamlabs may be setting permissions (firewall, device level, ??) without telling you ( not ok, but user convenient until its a problem) whereas OBS Studio may be more secure by default?? just a guess
