Question / Help Stream constantly lagging, even after a week of trying to fix it.

I've tried using both OBS classic and studio. My upload speed is 10Mbps so I use 2000bitrate. My resolution is 1280x720 downscaled from 1920x1080. I have an i5 4690K, and a GTX 750 Ti. I stream at 30fps, yet my stream lags constantly.

The weird thing is that the stream is smoother when I tab out from the game im streaming.
