Stream choppy for no reason, no encoding / rendering lag

Hello:, I have a problem that I have not been able to solve for months now ...

specs are :
rtx 3080,
ryzen 7 5800 X,
32GO 3600mhz RAM,
850W PSU....

I have a lagging stream regardless of the resolution / refresh rate I choose
I have one monitor 120hz for gaming and the other one for chat (60hz)

All games, all my streams will have these weird frames drops without any frame drops on my gaming monitor
Each of my streams (happens with all games) is going to have a random drop of frames when I don't have any on my game screen.
I suppose my computer can handle this easly but i cant found the freacking issue... i want to put burn my computer...

i have a little rendering / encoding lag but it caused by slash/tab

If you're holding a steady frame rate in game that's a multiple of 60, and you're having this issue, you may have the same issue more of us have been having. There is no known cause or fix, I've built 2 computers with different hardware and they both did this. There's something funky with frame pacing somewhere in the OBS video pipeline, and usually you'll see it in the preview first, then a few minutes later in the output.
