I've bought a new computer recently hoping I can stream in better quality, but I just can't achieve the quality I want

https://obsproject.com/logs/gIfz1NHrbiNhotIO this is my log for the test stream I did,

here is link to the VOD for the test stream https://www.twitch.tv/videos/441540396
this VOD is from my stream today(NSFW), using x264 instead of Nvidia Nvenc H.264(new) https://www.twitch.tv/videos/441295062

I'm trying to achieve what this streamer has on his channel streaming the same game, but no matter what setting I do I can't get the crisp quality that he has and his not even affiliated with twitch yet! this is the video quality i'm trying to achieve but unable to --> https://www.twitch.tv/hardshell/clip/PiliableSuaveEggplantKappa

I have a 144hz monitor but max resolution is only 1920x1080, any out there can point out what I'm doing wrong with my setting so I can achieve a better and more crisp image on twitch?

Well, you're scaling to 720p, for instance, and that other streamer is not.

check my VOD that I used x264, I scale that to 1080p and still does not look like it.
even scaling to 720p the quality is still bad, picture is not crisp
did you even bother to watch the vods before you made that comment? I can upload the log from earlier today that was 1080p

You can't get a crisp picture by scaling down or up. All the test sessions in the logfile are scaled down. If you're capturing at 1080p, and you can encode 1080p, and have enough bandwidth to upload at 1080p, then you should do it.

If you can't, then the choice is between capturing at 1080p and scaling down (which will soften the image or switching to capturing 720p.

I don't know what your game settings are, but even your 2nd test looks like it is 1080p60 upscaled from 720.

22:55:00.290: YUV mode: 709/Full

You should also probably be using 709/Partial, as Full range on most displays will appear washed out.

https://obsproject.com/logs/XGYYymbgAfJXPsT3 this is the log for my x264 at base resolution of 1920x1080 and output at 1920x1080, take a look nothing is scale down here.
I'm also streaming at 4500 kbps, do I need to up it to 6k if I want the crisp quality? even at 4500 kbps 720p picture is still not crisp.
I don't want to lose potential viewer base if their connection can't handle 6k, and been told from many threads / video that 4500 is the sweet spot even at 1080p, plus the game were streaming is on mobile emulator.

4500 is the low end suggestion for Twitch's 1080p60.

https://stream.twitch.tv/encoding/

Frankly I consider all their suggestions to be low. I use 6000 for 1080p30 with high motion content and you will still see artifacting at times.

If the game is a mobile emulator I have no idea. Is that other streamer doing the same thing? I would assume that the emulator itself is scaling the game content up.

I have no idea what emulator the other streamer uses, they don't really like to tell what source or setting they stream at because they don't want others to look like theirs, which is why I'm asking here in hope to get some insight. It could be his using a different program, but all the emulator for phone I tried out so far, Bluestack, Nox, LDplayer all looks the same.

I'm not sure if you can see in my log, but I constantly have these mini hiccup problem during stream, where I would lose connection for 10-15sec then be back, but all my viewer said the stream is fine on their end, what problem could this be as well?

10-15 second drop sounds like a networking issue, but there's nothing about one in the logfile.

Not sure how you could lose connection for that long and viewers wouldn't notice.

my stream health say excellent, I have 0 frame drop during the stream, wouldn't there be frame drop if my connection goes?

Yes. If OBS loses its connection to your streaming service, this would be reported as frame drops due to insufficient bandwidth.

I don't have any frame drop, 0% the entire stream and I was streaming for 8 hour most of the time, so what would be the issue with these disconnects?

OBS logs can record at least 3 types of problems with frames:

1) Frames dropped or skipped due to rendering lag (GPU overload)
2) Frames dropped or skipped due to encoding lag (CPU if x264, or NVENC/AMF if applicable)
3) Frames dropped or skipped due to insufficient bandwidth (network issue).

All 3 display in the log and in the status bar.

If you don't have any of those, what is it you are seeing that indicate you've experiencing a disconnection?

my GPU sits at 30% and my CPU is around 25-30% when streaming + playing this game, this is both with x264 and NVENC no drop frame what so ever in the status bar on OBS. I'm experience this as my game will lag out, my preview will have the loading circle and I can't type in my chat in my dashboard, this all resolve it self after 10-15 seconds, and only happens around 3-4 during my 8 hours stream, sometimes more sometime less its all random

Is there a VOD where this happens? Because it is weird that OBS does not log any interruption, and your viewers say they don't see any interruption, which means during this "freeze" OBS is still working. So that sounds like what is freezing is the application your capturing and not OBS?

the vod i link for the NSFW has it in there, but I can't remember exactly what time, but if you check my channel right now twitch.tv/drdizzyd it happen about 5min into my current stream

so I checked my vod from today at the time it happen, on my stream everything was fine, my webcam is good except it show me not moving in my game, after the hiccup was over my character was just appeared dead, it seems to be a problem with the game? I'm not entirely sure but in this vod happen around 6:33:57 where my game froze, but the stream was fine, this is not the first game that it has happened to. here is the VOD https://www.twitch.tv/videos/441763755 please go to 6:33:57 that's where it starts and ends about 5 or 10 seconds after.

I don't know if it's your game or your operating system, but the fact that the stream continues seems to indicate it's not OBS.

what could be the root of the issue? I'm sure a lot have experience this, since I know I'm not the only one that has experience this, maybe its affiliate transcode being bad?
