Question / Help Stream Buffering Issues

Hey guys, I have been streaming for a while and some people are having issues watching my stream, they tell me it stops a buffers a lot. some people it happens a lot others never. Ive looked everywhere for my OBS logs but i just cannot find them but ill put as much info at the bottom as i can. I wasnt sure if my upload bitrate was to high. I like to keep a good quality stream and i just bumped it down for 1080p to 720 to try and fix the issue so here are my settings right now

Encoder x264
Use CBR yes
enable CBR padding yes
Max Bitrate 3100
Audio bit rate 192
Base resolution 1920x1080 Aspect ratio 16:9
Resolution downscale 1.50 (1280x720)
Filter Lanczos
FPS 30
Aero disabled
x264 CPU Preset fast
use CFR yes
