Question / Help Stream buffering every 5sec (Newbie to streaming plz no flame)

Hello, im new to streaming and ive been looking on youtube for diffrent guides on how to fix my issue.

The stream keeps buffering every 5-10 sec and it dosent mather if i lower the bitrate eaither.

According to testmy.net my upload is 46,9 with a 21mb test file.

Here is my log and i hope one of you moore experienced people can give me a tip or two on how to sort the issue.

Don't stream at 3500kbps. This is far too high unless you're a Partnered caster.
The max advised rate for non-partners is 2000kbps, which is quite a bit too low for 1080p.

The 'golden point' for non-partnered casters on Twitch is 720p, 30fps, 2000kbps.

I'd recommend against following 'best settings' guides; a vast majority of them are full of bad information that the writer just heard from someone else and is parroting on, without knowing what any of it actually does. ESPECIALLY when it comes to custom x264 settings.
 
Yes.
The server took ~1 second to complete the handshake, so it might be slow.
Try using JTVPing to find the fastest server (which may or may not be the closest geographically to you).
 
ive already tried that and it said its the one in stockholm with 9ping, should i change it to something else you recon?.

The one in NL has about 40 ping so i guess that one is fine aswell
