Question / Help Stream Buffering and Audio out of sync with video.

Sorry for the long title. The problem with my stream, is that the audio and video are WAY out of sync with one another. The stream will also buffer (stutter) from time to time. I tried using the settings suggested in the 'OBS Setting Estimator', but they didn't seem to work either.
