Hello everyone, I'm not looking to solve all of my problems, however I am looking for some feedback regarding my current OBS settings and if there are better settings for my situation. Here are some stats:

Dell Inspiron 15 7537
Windows Edition: Windows 10
Processor: Intel Core i7-4500U CPU @ 1.80GHz (CPU speed under task manager shows 2.8GHz)
Memory (RAM): 8.00
System Type: 64-bit (x64-based processor)
(From Intel Graphics Control Panel)
Processor Speed: 1796 MHz
Processor Graphics in Use: Intel HD Graphics 4400
Current Resolution 1920x1080
**Network speed** (Based on tests)
(Speedtest.net) Ping 14ms / Download 2.66 mbps / Upload 7.10 mbps
(Pingtest.net) Packet loss N/A / Ping 29ms / Jitter 19ms
(testmy.net) Upload 2.7ms (Second test 2.1ms)
**OBS Settings**

Audio Bitrate 128

Base Resolution 1920x1080 (Aspect Ratio 16:9)

x264 Preset superfast (Switching to this made my Twitch stream finally work)
(If I left something out, I (most likely) didn't change the original settings on it.)
**Stream, Computer, and Connection Background**
I am currently streaming on Twitch. I have done quite a bit of research of how to increase my stream speed/computer speed/ etc. However, I am still very new to streaming. I am connected to a unfortunately unreliable University Wifi connection. (E-thernet is not allowed according to the University Network Policy... however I may get a port setup for me in the near future anyway.) I am also currently connected by a 150mbs wifi adapter. I am also in the 90%+ of CPU Usage during stream.
My current issue is basic lag and freezing in my stream. I am currently limited to offline games and a few online ones. Of course, the offline games work better for my stream than the online ones. I would like to know what you think regarding my settings and if you think I should change something. (Also if you recommend specific hardware upgrades, although I cannot afford them, go ahead and let me know.)
^I'm not looking to fix everything, some things are clearly out of my control. Just let me know what hardware is holding my computer back and what I CAN do to improve my stream performance. Thank you!
(P.S. To my understanding, my biggest problem is the network.)
