Question / Help Strange problem with fps

Hello,

I have strange problem connected with losing frames.
It doesn't matter that I'm streaming or just have the preview turned on.

When I play CS GO (haven't check other games) for eg. I put max fps on 150. It doesn't matter what I do - look at the wall on run and shoot on Dust II long, frames drop to 100-120 every few seconds. I see this lag, because I go 144 Hz monitor.

I've tried to change max fps to 100, same problem, frames drop to 80-90. That's a bit annoying while playing.

Thermalright macho 120
Asrock Z97 Pro4
Coolermaster 700W
Asus Gtx670OC
1TB Coolbay
VX Nox Green Goblin edition
Apdata 2x4gb 1333mhz

Internet upload ~2 Mb/s (but problem is the same when stream is offline)

CS : GO resolution 1440:1080,I tried streaming at HD and Full HD
