Strange output behaviour from OBS using NDI / VirtualCam

Brand new here but I have a fair amount of experience with using OBS. The problem I'm having is the output from both the NDI and VirtualCam plug-ins shows as distorted and zoomed into the top right quarter in any application recieving the OBS output.

I see this in OBS...

Zoom, Skype etc as well as another machine running OBS (NDI) see this in the preview / source selection...

The viewer / meeting members at the other end and the stream output from the other machine see this...

It's only me that sees the wonked out preview. This isnt an issue for zoom etc as I don't care about seeing my own ugly mug but the NDI source looking like this on the other machines NDI input in OBS doesn't make things particularly easy.

I have run this setup for the last 3 months with no issues, bought an ssd (Samsung 860 Evo) and reinstalled windows from scratch and this problem has reared it's head after that. I used the exact same installers as the last setup which had no issues at all. OBS 26.1.1 (64 bit) , NDI plugin 4.9.0 and virtualcam 2.0.5.
The only other plugin I have installed is the Websockets Plugin (4.8.0).

As I said before, both NDI and virtualcam outputs have the same distortion on source select but the outputs are seen as intended.
If this is a new one then hopefully there's some insight for any developers. If it's an old one then any suggestions?

If it matters, my machine is an acer aspire F5-571 Dual core 2.2Ghz i5-5200u with 16gb Ram. The koenigsegg of laptops. Hide your jealousy now
