Recently went from 1mbit to 5mbit upload, so I have the ability to do some basic streaming now. I've noticed a stuttering problem, though. It isn't dropped frames, because it occurs locally in the stream preview (But not in-game) running NVENC at 720p/30fps (Changing to X264 has no effect). Stutter happens about once every 10 seconds roughly when scene is in motion, lasts usually under a second, but the constancy is annoying. I run a max bitrate of 3200, because I've heard Twitch doesn't like anything above 3500.

intel i5-4670k @ 4.2ghz
GeForce GTX TITAN superclocked edition
8GB RAM
Think that's everything relevant, and nothing is maxed out during streaming.
