Question / Help Strange jittering in Windows 10 in recorded video (+ video sample, Game Mode off)

I just upgraded my operating system from Windows 7 to Windows 10 Pro but I noticed an issue when recording with OBS which I didn't encounter when I had Windows 7. I'm recording GTA IV: Episodes from Liberty City and during recording, the game runs fine at 60 fps with Vsync on and does not lag/jitter at all. However, I have OBS on my second monitor and I can see the jitter in the preview that is also present on the final video recording. It's very annoying and makes the video unwatchable. It almost looks like motion blur or something.

My OBS settings are exactly the same as I had with Windows 7 (Game Capture, 2560x1440 60 fps, Lanczos, NVENC encoding, Indistinguishable Quality in MP4 format, OBS version 23.1.0) and I was able to produce high quality video with no problems on Windows 7 with these settings. However, right after upgrading to Windows 10 this problem arose. I doubt it's the hardware. I have an i7-8700k @ 3.70 Ghz, GTX 1070 8GB and 16GB DDR4 RAM. I am also running the latest NVIDIA graphics drivers (430.39)

I've tried:
- Running OBS as Administrator (no effect)
- Disabling the Game Mode (no effect)
- Recording another game (tried Euro Truck Simulator 2 - same problem!)
- Lowering resolution and recording quality (no effect)
- Using an older version of OBS (23.0) and graphics drivers (417.71)

The jitter is not constant. For example, you can see in the video at 0:47-0:56 is where it runs smoothly like it should. Same thing with ETS 2 - the jittering is inconsistent. I've noticed other people having issues with Windows 10 & OBS as well, but many people say to just disable Game Mode. In my case, it didn't seem to affect at all.

How many monitors are connected to your rig and do they have the same resolution and refresh rates?

Two monitors, both 1920x1080 at 60 hz. I use a custom resolution to upscale my main monitor to 2560x1440 to record better quality video for YouTube. The video still jitters even if I run them both at their naitve 1080p resolution.

Having both "Game capture" and "Display capture" in the same scene could be the cause of your problem.

I recommend testing with only "Game capture" in a single scene.

Unrelated to your issue is changing the recording format to .mkv then remuxing the resulting file to .mp4 through "FIle-->Remux Recordings". If anything causes OBS to end the recording prematurely, you'll lose the entire file if you keep current settings while .mkv or .flv are salvageable.

I only have Game Capture in my scenes. I've actually had that problem in the past where I accidentally had Game & Display Capture on at the same time. The video was laggy, but in a different kind of way, like a typical low fps lag instead of this annoying jitter. The problem I have seems to be a Windows 10 related issue and has something to do with NVENC, according to a post on Reddit. I was able to minimize the jittering by recording at 1080p and turning down the graphics settings in-game. Not really a solution though since I want to record at high graphics settings and my hardware is capable of doing that.

May I ask if this stutter appears in the preview, even while you are not recording? Simply the game running and OBS open?

It doesn't seem to appear when not recording. I was able to fix this stuttering issue by changing my preset to "Quality", disabling Psycho Visuals and Look-ahead in OBS and in the Nvidia Control Panel I set my power management mode as "Prefer maximum performance". I'm recording with a bitrate of about 50000 and I can now get a quite smooth and watchable video: https://www.youtube.com/watch?v=s2g64i_WhiI

Ah I am glad you solved it. Sadly for me the preview is the problem.
