I just upgraded my operating system from Windows 7 to Windows 10 Pro but I noticed an issue when recording with OBS which I didn't encounter when I had Windows 7. I'm recording GTA IV: Episodes from Liberty City and during recording, the game runs fine at 60 fps with Vsync on and does not lag/jitter at all. However, I have OBS on my second monitor and I can see the jitter in the preview that is also present on the final video recording. It's very annoying and makes the video unwatchable. It almost looks like motion blur or something.
My OBS settings are exactly the same as I had with Windows 7 (Game Capture, 2560x1440 60 fps, Lanczos, NVENC encoding, Indistinguishable Quality in MP4 format, OBS version 23.1.0) and I was able to produce high quality video with no problems on Windows 7 with these settings. However, right after upgrading to Windows 10 this problem arose. I doubt it's the hardware. I have an i7-8700k @ 3.70 Ghz, GTX 1070 8GB and 16GB DDR4 RAM. I am also running the latest NVIDIA graphics drivers (430.39)
I've tried:
- Running OBS as Administrator (no effect)
- Disabling the Game Mode (no effect)
- Recording another game (tried Euro Truck Simulator 2 - same problem!)
- Lowering resolution and recording quality (no effect)
- Using an older version of OBS (23.0) and graphics drivers (417.71)

The jitter is not constant. For example, you can see in the video at 0:47-0:56 is where it runs smoothly like it should. Same thing with ETS 2 - the jittering is inconsistent. I've noticed other people having issues with Windows 10 & OBS as well, but many people say to just disable Game Mode. In my case, it didn't seem to affect at all.
