Strange crackling and constant stuttering *in audio only*

Any capture on any scene has the audio cutting in and out all the time. This is only happening in OBS, through my speakers or headphones everything sounds fine.
I know I didn't have this problem on October 22, and I did have this problem on November 20.

The only filter on Desktop Audio is a Limiter, issue persists regardless of it being turned on or not.
Audio settings are all default afaik. Changing the sample rate in OBS has no impact on the problem.

Audio capture is still experimental and can cause this issue (all audio is fine but over time any audio originating via audio capture can get garbled like this.) The issue usually shows itself but resolves itself over some amount of time. Toggling the source will also immediately fix it.
This issue is fixed in Windows 11 24H2, and I've heard the fix will never be backported to Windows 10. So I think your only option is to upgrade or avoid using audio capture.

Oh, I'm not using Application Audio Capture, just a Game Capture. Desktop Audio is just what it says in the Audio Mixer, but it's the audio of everything. The voices through Discord do crackle similar to what you linked, but the entire audio stuttering seems like a separate issue.

Also as an update: Changing to a different OBS version didn't fix it

okay it's officially not an OBS (only) problem anymore, using a different clipping tool I still have similar audio issues.
If anyone has ideas what it could be anyway that's be awesome
