Stop blocking PTT hotkeys when there is a windows or obs popup

So my biggest annoyance with OBS so far has been that while recording a full screen game, and windows decides to open a popup out of sight, OBS stops responding to push to talk hotkeys.
Because windows can't deal with full screen games when you have multi monitors it happens rather often that another program responds to a keypress and OBS stops recording mic input due to it.
This happens to me quite often. The last one was obs itself opening a scene transition name during recording and me not noticing till after the recording was done.
It should just keep responding to PTT hotkeys while recording is active under any circumstance.

The only time OBS cannot respond to hotkeys is when the app in focus is running as Admin and OBS isn't. One solution here is to run OBS as admin.

Generic windows right click/app menu pop-ups or obs' own popups will do it I never run anything forced as admin unless there is a good reason to do so.
I'll see what it does if I run OBS as admin.
