So today I went to go and stream under my usual settings that never change, and I was dropping 50% frames. And since I had only streamed less than two days ago I checked everything to make sure it is like its suppose to be and it was. I've read the sticky/announcement about dropped frames, and I've either addressed or are other unable to control. I've changed my servers to East and West where the closest one is Central because thats where I'm at, I've tried my usual resolution downscale and the next one smaller. I've changed both my Bitrate and Buffer to multiple values, and every iteration of testing results in 25-65% dropped frames. After these tests I also restarted my modem and router along with my PC, repeated the exact same tests and got the exact same results.

Download Speed: 109.13 Mbps (13.64 MB/sec transfer rate)
Upload Speed: 3.94 Mbps (0.49 MB/sec transfer rate)
Latency: 8 ms
Jitter: 1 ms

please help me figure out why all of a sudden I'm getting this problem
