Still MASSIVELY Dropping Bitrate In OBS Despite Trying Many Things Helpp

Like the title says, I've been dealing with dropping massive bitrate frames for months now. I have changed my router and modem both. (despite it not showing) I almost always run OBS in admin and turn off anti virus. Yet still somehow my stream is managing to drop bitrate like crazy. My viewers are experiencing buffering every couple of seconds and most of them end up being 10 minutes AT LEAST behind in stream. I really need a suggestion on what to try to fix going forward. The only two things I could think that it might be at this point is my internet (which seems unlikely) or my GPU. The only thing I've noticed with my GPU is that it's maxing out on it's 8 G.B. of dedicated GPU memory. But other than that I just don't even know where to look at this point.
