A lot of this is from a thread I made on Reddit which had one person respond and point out a potential problem. From my previous threads, i've dicovered some new possible issues and wanted to get some opinions on what could be causing my frame drops and random D/C's. I want to rule out OBS but i'm starting to think that something is conflicting with it that's making my connection unstable. Let's get right to it.
I streamed for 3 and a half hours on Twitch and around the first hour or so I noticed I had about 1k dropped frame. By the three hour mark when I was consistently streaming a game captured steam game, My OBS was just flickering in and out red to yellow dropping frames. Here is the full log from that stream:

I'm not sure how to exactly understand what im looking at, but a few repeateded sentences caught my attention:
RTMPPublisher::SocketLoop: Stalled for 1563 ms to write 168705 bytes (buffer: 0 / 169984), unstable connection?
And
WARNING: Another hook is already present while trying to hook d3d9.dll, hook target is unknown. If you experience crashes, try disabling the other hooking application
I'm not sure what these mean and I tried searching the web but results were inconclusive to my specific case.
Let me give you my Speeds, specs, and OBS settings:

My computer specs can be found here: http://www.newegg.com/Product/Product.aspx?Item=N82E16883227593
And here are all of my OBS settings:

The guy from the reddit thread I created suggested that something may be conflicted with CBR and CFR both being active, but could not technically explain why. As far as i'm aware, i've not touched these settings ever, since I first optimized them and streamed fine with them for a long time.
I use to be able to stream purely at 1280x720 and 2k-2.5k bitrate/buffer but not anymore. And my speeds show I'm more than capable. It was dropping and flickering in the red at about 800-1000 last night despite being set on 1200-1500.
One thing I feel is also effecting me is the lack of being able to capture some games directly, leaving me to only be able to window capture. Most game captures just flat out don't work, while many others flicker exactly the same in each game like this:

I'm also using the older CLRbrowser 3 pack because my alerts were not working properly with the newest version nightdev created. At his suggestion, I downgraded. Although recently, my alerts have for the most part been failing to work properly, but not as bad as they were in CLRB4.
I also updated my Network Adapter, uninstalled it, and then reinstalled the drivers. I have not tested it as of yet, but I'm not going to get enthusiastic about that since it seems like a pointless step.
Like i've said in other threads. From my ISP to electricians, i'm getting good readings, levels and signal. I'am at my wit's end. The anxiety of not having the ideal stream I always have and for the quality being not up to par of where my speed and equipment is, is incredibly disheartening. I've tried the OBS boards and been calling ISP's and technicians and it's at the point where I can hardly stream anymore without constant anxiety. If someone can please read through any of this and find me a solution, I will be so happy. I enjoy streaming more than anything, but my nerves are getting the best of me.
I don't mean to keep making threads hoping to get solutions. I just don't know where else to turn and what else to do at this point.
