Question / Help Still bad quality..

Hi.
I stream on youtube and are struggeling with the quality..
I was just wondering if i could get better quality!

My PC:
GTX 1060 6GB, Intel core i7-7700 and my upload speed is 20Mbps

Current OBS settings

Output - Streaming:
Encoder: x264
enforce streaming service encoder settings: yes
Rescale Output: 1280x720
CBR
Bitrate: 3500 (I can raise it, but that doesn't change the quality.. tried up to 7000)
Use Costum Buffer size: Yes
Buffer size: 3500
Keyframe interval: 0
CPU Usage: Veryfast (changed it to medium, Nothing changed)
profile: Main

Video:
Base Resolution: 1920x1080
Output Res: 1280x720
Downscale Filter: Lanczos
Commen FPS values: 30

I did what you told me to do and it's still bad quality.. like the first picture..
Now i have the bitrate on 6500 and i tried to change cpu usage to medium aswell.. the quality didn't change

There is no streaming/recording in that log file.
Also: There is no game_capture in your scenes. Only capture card (dshow_input) in the PS4 scene and monitor capture in the "PC" scene.

One possible cause of this blur: using elgato game capture at 1280x720 with 1920x1080 base resolution. For better quality, change capture card settings or base resolution so they are both the same.

Another possible cause of blur: YouTube transcode (recompress) everything and have multiple resolution options. Check YouTube playback resolution. At the time of that screenshot, it might have been playing back at a low resolution of maybe 480p or 360p.
