Bug Report Stats window issue

Stats window seems to no longer persists its last view state. The checkbox is always off. Subsequently, it never reappears on OBS launch if the state was on nor remembers its last screen position.

Used to all work in previous 20.x versions. Now it doesn't.
 
More problems with this:

- Stats window loses its position on a quad monitor setup. When I go View | Stats, it sometimes appears on monitor #1 when it should be appearing on monitor #4.
- Sometimes invoking View | Stats never causes the inverse action (i.e. show to no show, no show to show)
- Switching to a different Scene Collection never leaves the Stats window up if it was already in show state. Why do I have to go the menu again to make it appear.

This thing is so screwed up and needs to be fixed.
