To your problem, have you tried deactivating/muting the mic completely in OBS, is the noise still there afterwards?

That's very unusual. That definitely feels like system interference.

Could be, but if you just changed your resolution, and then it stopped happening, then that would have to be system interference. There would really be no other explanation, because turning down the resolution would reduce system load, and system load is most likely what was probably causing said interference.

Oh, ok. Any way to fix this, or do I need better GPU?

If I enable the "Disable Aero" function it happens when I'm not even broadcasting.
I can play a song on spotify, close the application, everthings fine, open it and disable aero, static.
