The first thing i can come up with is the problem i had, OBS was connected to my webcam-mic which is horribru, but that might not be the case here :P

Checking your mic with Skype is a bad idea, because Skype has a lot of built-in noise cancellation. If you want to check your mic, try recording a sample in a program like Audacity.

Does this static occur in your headset, and not the stream? If so, this is more of a motherboard or hardware thing that has to do with interference. I've seen it numerous times, usually the people who have it are using capture devices and/or webcams, and the way they usually fix it is by lowering the webcam resolution, believe it or not. Would like to see a log though otherwise.

Depending on your sound card, you may have a feature called "Noise Suppression" or "Noise Cancellation" available to activate on your mic. Go to your mic's properties (on Windows 7: right click the speaker icon, Recording Devices) and check the "Enhancements" tab. If you can turn that on, it may help.
